Job description:

Joining CP (Contracting and Procurement) means to be part of a dynamic, challenging and leading-edge procurement team. This is a challenging and rewarding role that will lead, coach and support a team of staff. The Team leader optimizes resource deployment and work load, assures optimized sourcing and execution processes. The Team supports Compliance with Category Strategy, CP process and assurance programs and ensure a high quality of Contract Basics as foundation for TQ performance
 
The CP Team Lead - RTP is responsible to create and manage optimal supply chains for Shell’s Qatar business by setting up most efficient E2E processes and providing first class procurement services to the local business. 
 
As part of a newly formed team supporting Qatar, high-level stakeholder management skills are required to build trust relationships. Accordingly, candidates must bring excellent English skills and are expected to be natural team players with the ambition to develop.

The main asset to be supported is Pearl GTL. Pearl GTL is a fully integrated upstream-downstream development capturing in one operating business the full gas value chain from offshore development through onshore gas processing, the conversion of gas to hydrocarbon liquids, and the refining to finished products. Up to 1.6 billion cubic feet per day of wellhead gas from 22 offshore wells is converted to gas-to-liquids using Shell’s proprietary Shell Middle Distillate Synthesis (SMDS) process, built on 3,500 patents. From this, a range of high-performing GTL products is created, from gasoil, kerosene and base oil to naphtha and normal paraffins for the petrochemicals industry.
GTL products represent a pioneering innovation to increase the supply of highly-demanded liquid hydrocarbons. Pearl GTL products are virtually sulphur free and have practically no contaminants such as heavy metals or aromatics. Their paraffinic chemical nature ensures that they are highly biodegradable and almost odourless. When GTL Gasoil is used in automotive applications such as buses it can help improve local air quality, such as soot (particulates) emissions, when compared to the use of conventional diesel fuel.
The Pearl GTL plant has 24 reactors, weighing 1,200 tons a piece. They each contain 29,000 tubes full of Shell’s cobalt synthesis catalyst, which speeds up the chemical reaction. If placed end to end, the tubes would stretch from Doha to Tokyo, while the combined surface area of the catalyst is almost 18 times the size of Qatar.

Within Shell Projects & Technology, our Contracting & Procurement Operations (CP Ops) Delivery Teams are responsible for procuring non-hydrocarbon goods and services from third parties on behalf of our Downstream, Upstream, and GCS organizations. CP Ops works in partnership with each business to consolidate our Spend and manage supplier relationships to enhance our purchasing power to deliver value and significant financial benefits to the Business. Our focused and assertive Sourcing strategies serve to continually optimise market opportunities.
The CP Ops IG & Projects Team is part of the global CP Ops Function and is responsible for negotiating and managing Operational and Tactical contracts (which includes Low – Medium HSSE Risk contracts), driving the use of the proper procurement Channel (e.g. Trading Houses, P-Card, PO etc.), managing Tail Spend, and supporting EFA implementation as appropriate in line with Category Strategies. 

Principal Accountabilities:


- Deliver functional excellence in the RTP process. Scope includes the Full E2E RTP scope (RTP, Sourcing, Expediting, Service Entry). 
- Proactively lead, analyse and drive Channel Management & RTP compliance. Ensure the correct and most efficient RtP Channel (ERP, GCC) is used to execute transactional requirements.
- Manage tail end spend by working in close coordination with the Business CP to optimize spend through 'tail end procurement', where appropriate.
- Drive a model of individual Ownership & Accountability across CP Operations.
- Identify, develop and implement Continuous Improvement and ESSA opportunities to further streamline and simplify processes and activities. Relentlessly eliminate nonstandard working processes and ensure adherence to CMCP and business governance.
- Support a culture where a high quality of basics is the norm. The Foundation for TQ performance are high quality contract basics and meeting contract planning requirements
- Manage the staff, their Delivery Performance, appraisal. Professional development is key. Demonstrate HSSE and Code of Conduct behavior in dealings with staff, colleagues and contractors.
- Manage Daily Huddles / Visual Management Board discussions, using output to enable CP Ops to identify and implement areas for improvements.

 

Requirements:

 

Job Knowledge, Skills & Experience:

 

  • Uncompromising on HSSE, ethics & compliance is a ‘must have’ in all CP.

  • Experience in leading, coaching and motivating a dedicated team of CP professionals.

  • Operational knowledge and/or experience in Sourcing, Requisition to Pay (RtP), Accounts Payables.

  • Demonstrate a sound understanding of the Group CMCP process and commercial contract management technique.

  • Understands business, business priorities and speaks business language; Collaborates and integrates within CP and with business, enterprise first (across boundaries).

  • Strong and Proven Interpersonal, Influencing & Stakeholder Management Skills.

  • Ability to cope with complexity & uncertainty and proven adaptability
