What is the Governance and Oversight team responsible for?

The Governance and Oversight team is a part of Franklin Templeton International Services (FTIS). FTIS, the Luxembourg management company, performs an integral role in the European business strategy of the firm.

FTIS has 10 branch offices across Europe and manages funds (UCITS and AIFs) domiciled in Luxembourg, Ireland, and Romania, representing over $90bn in assets under management. Additionally, with an investment management presence, it is responsible for managing the separate account and sub-advised business.

FTIS is now looking for a Consultant to be a vital member of the central function that supervises the management company’s delegation and outsourcing model, and to contribute to the development and implementation of a robust oversight framework. A successful candidate will have the opportunity to design and implement the oversight model for new business under FTIS, as well as to enhance the existing processes.

What are the ongoing responsibilities of the Governance and Oversight Consultant?

  • Help enforce and improve the control model for delegation and outsourcing (1st line of defense).
  • Work with the team to maintain an adequate control framework over oversight activities run by lines of business and hold the relevant departments accountable (e.g., discuss new outsourcing arrangements ensuring all initial due diligence requirements have been met, review updates on regular monitoring performed by the business).
  • Continuously assess and improve, where necessary, all aspects of the oversight framework considering new regulatory requirements. Develop practical, scalable solutions to enhance governance and oversight processes.
  • Represent the Head of Delegation and Outsourcing at various governance meetings. Champion the governance perspective, challenge viewpoints, and ensure the standard of governance meets regulatory standards and industry best practices.
  • Evaluate the oversight work performed by the relevant business partners. Critically analyze and opine on the received deliverables.
  • Lead or support the work of relevant governance committees (e.g., Delegation and Outsourcing Oversight Committee).
  • Analyze results of the oversight framework and draft relevant reports for the attention of the FTIS Executive Committee and the Boards.
  • Contribute to/run ad-hoc projects and initiatives, collaborating and engaging with various internal functions across different regions.
  • Oversee the maintenance of policies and procedures to ensure all key documents are robust under scrutiny.

What ideal qualifications, skills & experience would help someone to be successful?

Education and experience:

  • At least 5 years of experience within the asset management/finance industry, ideally with experience in vendor oversight or risk management.
  • Evidence of designing new frameworks, as well as challenging and questioning other stakeholders constructively in a previous role.
  • A university degree in a relevant field.
  • A keen interest in investment funds and a good grasp of the regulatory environment.
  • English is the primary working language (excellent written and verbal communication skills required).

Additional desirable qualifications:

  • Ability to engage at all levels, develop and maintain relationships with internal and external stakeholders, and work with them to navigate challenges and resolve issues.
  • Proficiency in identifying solutions to business challenges, articulating these solutions, and supporting their implementation.
  • Ability to critically analyze problems and escalate them where required.
  • Proven experience in taking initiative in a changing/growing environment.
  • Aptitude to work independently and make decisions with limited supervision.
  • Appropriate presence to deal with senior leaders (including board members) and external clients/partners (auditors, regulators, etc.).
