PwC’s Public Sector practice delivers advisory and analytical support for EU institutions, focusing on process optimizations, structural reforms, and digitalization. Our teams work across complex assignments for EU institutions, public authorities and international organizations, combining multidisciplinary expertise to provie high‑quality, evidence‑based solutions. 

We are looking for an experienced Senior Software Developer / Technical Lead to support the design, development, deployment, and maintenance of mission-critical ICT solutions in the area of border management, identity verification, and security systems. 
The successful candidate will combine strong hands-on software engineering expertise with technical leadership capabilities, working closely with business stakeholders, architects, analysts, and development teams throughout the full software development lifecycle. 

For an ongoing client assignment, we are looking for: 

Senior Software Developer / Technical Lead (freelance)


Your future role:  

  • Design, develop, and optimize enterprise-grade software solutions, 
  • Lead development teams and provide technical guidance throughout project execution, 
  • Translate business and technical requirements into scalable system designs, 
  • Design and develop data, business logic, and user interface layers, 
  • Propose technical solutions to business challenges and complex technical issues, 
  • Define and maintain software development standards and best practices,
  • Produce and maintain technical documentation and design artefacts,
  • Contribute to requirements analysis, testing, quality assurance, change management, and deployment activities, 
  • Estimate development effort and timelines,
  • Manage software configuration, releases, and deployment processes, 
  • Develop prototypes, testing tools, and technical proofs of concept, 
  • Collect and analyse software performance and quality metrics,
  • Provide 2nd and 3rd line support for deployed solutions. 

Apply if you have: 

  • At least one advanced-level certification in software development technologies or an internationally recognized equivalent, 
  • Proven experience as a Software Developer or similar role across the full software development lifecycle, including analysis, design, implementation, testing, deployment, and support of enterprise-level ICT solutions,
  • Expert knowledge of software architecture and development of data, business, and presentation layers, with the ability to design applications using UML and produce technical solution designs and documentation,
  • Experience working in Agile/Scrum environments and leading technical teams, 
  • Strong analytical, problem-solving, communication, and technical leadership skills,
  • Experience in projects involving the Schengen Information System (SIS) or ICT solutions integrated with or querying SIS,
  • Experience developing solutions supporting biometric and identity management technologies, including fingerprint scanning using the NIST standard, MRZ-enabled document scanning (e.g., passports, ID cards, visas, residence permits, driving licences), and/or RFID-based biometric document processing,
  • Proven track record delivering complex, large-scale ICT solutions in highly regulated environments. 

Nice to Have 

  • Experience working with EU Agencies, European Institutions, or public sector organizations, 
  • Experience in border management, identity management, biometric systems, or security-related solutions, 
  • Familiarity with enterprise integration, security, and high-availability architectures.
